I would say poker, only if you are good enough to make money off other players. Since your casino doesn’t have it, the next best one would be blackjack. But ONLY if you can learn how to count cards. And even then, the rate of return is very small, and the time it takes to learn how to count cards proficiently is very substantial.

That’s like asking “What’s the biggest house I can buy with the least amount of money?”
These two factors are at odds with each other. The game with the best chances tend to have small payouts. Games with big jackpots usually have a high edge against the player.
You won’t find a game with both a low house edge and a high jackpot.

Make sure you always keep that thought in your head. The minute you get the notion that casinos are places you can go to MAKE money is the moment your life is in trouble.
With that said, I agree with the person that said Blackjack is probably the best of all the games you mentioned. If you learn perfect basic strategy, you’ll have a fighting chance to not lose too much in the long run.

The best chance for the average player to win a lot of money in a casinos is at a slot machine with a huge jackpot. The house edge is irrelevant, there simply are no other games where you can win a million dollars if there aren’t any huge poker tournaments at your casino.
And FYI, slot machines like Megabucks and Wheel of Fortune (and other progressives) often give the player a statistical advantage. As the progressive jackpots grows, the house edge lowers, and will often tip in the players favor. For the Megabucks machine, the magic number is around $16 million, which it surpassed quite often.
This is not an endorsement of slot machines or a recommendation to play them, it is simply the facts. If you want to win a little bit of money at a game with the lowest house edge, other games are certainly better. But if you want to get rich, the ONLY choices are slot machines with huge payouts.
