Is it possible to get a casino gaming liscence with a felony on your record?

I have a friend who is looking to get a job with security at a local casino where we live and they need to apply to get their gaming liscence apparently. They have felonies on their record so will that prevent them from getting this liscence? We live in PA.

A felony conviction within the past 15 years is an automatic disqualification. Any felony PAST 15 years will be considered based on the type and severity of the crime.
