This question is way too broad to be answered. Different cruises and different casinos vary so much that some can say yes and some no. The varience in tips depends on how many people play, what limit is being played, and the kind of players the casino attracts. Not the location.

If you have $1/$2 tables, the dealers aren’t going to make but maybe 50c per hand or so. For a $10/$20 table the dealer may get around $5 per hand on average.

That said, the amount tipped varies significantly less than most would believe based on the size of the game. A typical $4/$8 game may find the dealer making an average tip of $2 per pot and a good dealer will get approximately 15 hands out at this limit in 30 minutes (called ‘a down’). That’s $30 for 30 minutes. By contrast, the largest regularly spread limit game in the world is $4000/$8000 and the dealer typically earns one $25 chip at the end of his or her 30 minute down for all the hands dealt.
