This question is way too broad to be answered. Different cruises and different casinos vary so much that some can say yes and some no. The varience in tips depends on how many people play, what limit is being played, and the kind of players the casino attracts. Not the location.
If you have $1/$2 tables, the dealers aren’t going to make but maybe 50c per hand or so. For a $10/$20 table the dealer may get around $5 per hand on average.
